This is very high quality. I did not pay attention to the description--it doesn't tie on but instead slides over a collar. Our dog rarely wears a collar, but we use it for this. She looked SO cute in it and got many compliments. It is thick though, and sometimes slides down in front to look like a bib. But for photos and shorter amounts of time wearing it, it's quite a statement-maker. Looks exactly like the photos. Our dog is about 45 lbs and the M fits.
